Meet Tom Garrod

Tom Garrod is the first Patron of Shine. Born with Ataxic Cerebral Palsy and raised in Caister-on-Sea, he brings lived experience, local understanding, and a practical commitment to inclusion. Growing up with a disability gave Tom a clear view of both the barriers and the possibilities facing children and young people with additional needs. It taught him resilience, patience, and the value of a community that sees potential before limitation. 

Rooted in this community, Tom attended local schools in Ormesby and Caister and has remained closely connected to the area ever since. At nineteen, he was elected to Norfolk County Council-then the youngest county councillor in the UK-and served for a decade. During that time, he was Deputy Cabinet Member for Vulnerable Children and later Chair of the Digital Innovation and Efficiency Committee, focusing on practical improvements that make everyday life easier and fairer for families. 

As Patron, Tom acts as an ambassador for Shine’s work from its purpose-built centre in Gorleston.  He champions the charity’s warm, family-centred approach-its registered day nursery, weekly Youth Club and lively play schemes - while helping to raise awareness, build partnerships, and share stories that highlight the difference Shine makes for local families.  His aim is simple: to help more children and young people feel seen, supported, and free to thrive. Today, alongside his work supporting a North Norfolk MP, Tom continues to stand up for dignity, accessibility, and opportunity. He believes that when a child steps into Shine, they should feel the welcome of a neighbourhood that knows them-and a future that’s genuinely open.
